The coin looks pretty nice to me. Do you see something wrong with it that I missed? The photos could be better...

Well, no and yes. I know the criteria.  It seems to be a clear strike.
Hard to tell but I'll give it that there are no post minting imperfections.
It just seems the mirror has more marks than a German bank.

Usually what I see as a 69 at granted only a glance.

Is "Pretty nice" now deserving of 70s?  Thats my question I guess.

Nothing like 70s I'm used to.  Heck, musta been graded on a Friday.... A holiday Friday at that.

It doesn't have a mirror finish. Any type of finish can earn 70 grades. Maybe that's what caught your attention?

The strike is particularly amazing on this one.
Something is special about Shanghai 1991 gold panda strike characteristics.
There are some truly stunning pieces for a date sandwiched between 1990 and 1992 which are notorious for producing problematic pandas.
From the photos, I see no obvious flaws or post mint damage (PMD).
Looks like a fantastic coin.
You won't typically see highly mirrored proof fields on earlier Shanghai BU gold pandas.

Looks pretty good to me...... 
The little mark on the arm of the panda is a piece of plastic that is sitting on the pandas arm.

I have actually found NGC to be giving out 70's much less frequently.  I recently submitted 60+ coins and not a single 70!  Most of the coins were double sealed.
