So... if I read this correctly, from here on out if you want to get your medals graded you need to include the coin's CoA in your NGC/NCS submission?

I take it to mean, if you send in medals they haven't graded before, one needs to send in COA etc.

There are a few popping up now and then, private design but made by big three mints, but still mystery to grading guys.

I agree with Dragon_Are_Silly that they're just asking for supplementary info on medals they haven't graded before.
