Don't see these for sell around anymore.  So is $3,700 for a 1986 Silver Year of Peace NGC PF67 UC in the ballpark?

A PF67 usually has a lower premium than if it was double sealed. Members here have recently paid about $2000-$2500 for a double sealed example so $3,700 is a lot more than what its been selling for.

Not sure about a 67 but have a look what a 68 was sold 2 for weeks ago: http://english.zhaoonline.com/detail/auction-1222888-detail.shtml

Raw coins sell in China around $2300, graded easily over $3500. Why the big difference? Maybe because most of the raw coins are unsealed and therefore their condition is unknown.

Yes, the folder is definitely for 2 proof coins. The package is not sealed, therefore, coin usually is toned and may not see the proof mirror and frosty surface. This is a very tough set to have if coins are genuine proof.

"... package is not sealed..." is why I'm on fence when first saw the pictures of the coins.

If I remember well, an unsealed one (I would say 67-68 quality) as been sold in auction by a german seller for about 1200-1300€ (1350-1500 USD) a few months ago.
The starting price was 1000€, I guess.
