I have zero expertise in the field of passports but I doubt it would have additional collector value just due to the fact that they didn't put the perforated numbers on some pages. You can buy expired passports on ebay (minimum 20 years old) for about $10. From what I understand, what makes a passport valuable to a collector is usually historical significance due to the entries correlating to historical events, and being connected to famous people.  The blank pages actually make it less interesting to a collector. Big money is made selling passports on the black market, but of course that's a bad idea.
