Bleb or Bump On 2000 1oz Gold Panda Coin

I noticed what I shall call a bleb or bump at the 1 o’clock position on the Temple side of a frosted 2000 1oz gold panda coin that I purchased (NGC MS69). I have since returned the coin to the seller.

Attached are photos of the coin from different angles aimed at showing the surface bump. I have also been looking at various aspects of the coin surface.

Is this a plated coin or something else? Is it normal to see such bumps on real gold coins? Possible molten gold spatter? I haven’t seen this type of bump previously.

I shall appreciate your examination of the coin photos and your comments.

The bump comes into view as the coin is slowly rotated.

I have seen this before.  Since it was already graded MS69, I would have kept it and sent it to NGC for error designation. 

Dealer sold me 2000 1/2 frosted NGC MS69, it looked like double die date, I let him buy it back from me at reasonable premium.  I wonder if he got NGC to designate the error.
