Currently, the cost of making Cu-Ni 1 Yuan is more than 1 Yuan.  The denomination of all circulated coins has changed to 5 or 10 Yuan since 2011. The lunar series has changed to 10 Yuan after 2015, after the completion of 1 Yuan series (2003-2014).

2003 goat 1 Yuan is the most valuable in this lunar series, therefore, it is cost-effective to make fake coin. Your pictures are not good enough to see the design details. Nevertheless, IMO, counterfeiter will not make low grade fake circulated coin such as the coin in the picture.
