One of the greatest collections of Chinese Modern Coins, the Hercules Collection includes a high grade example of virtually every non-circulating modern coin issued by China since 1979. The more than 2,000 pieces were recently certified and photographed by NGC.

Some coins with lower grades should have been conserved before grading.

Depends on what his current strategy is; he may be documenting, cataloging and assessing the value of his collection as part of his estate management. This is even more important for establishing the numismatic value of the coins. If they were just bullion coins the story could be different. But, yes grading costs add up!
