Panda 2000 Silver 1 Oz - Mint Error ?

Ive see this Panda Coin from 2000.

Is this a Struck Through Mint Error or just a Scratch?

The Coin is feshly graded as MS69.

Aren't the end-to-end process involves at least 3 graders and how many other "specialist".

I'm not the expert, but my guess would be struck-thru debris, based mainly on the assumption that they will still grade a coin 69 with struck-thru. And the way it extends down toward the rim makes it look like a fiber or something.
