Mint Slip/Sticker on Double Wrapped Pandas

So I have been looking at silver panda sheets on the market and I've noticed that some sheets have a mint sticker on each wrapped coin and some do not.  What was the standard or protocol on placement of the sticker at the mint?  Did it very by mint and year?  Also not speaking Chinese what does it say or represent?
