Hello Little Finger,
The coin reference weight is 13.2 g so 13.1 is OK. But wear on dragon scales doesn't match expected rim wear. Rims should be more worn.
Uneven, abrupt denticles at the 2 to 3 o'clock obverse perimeters would hint this coin is a replica of a 1908 Yunnan 50 cent Y-253. The "3" in the 3 Mace value legend appears more open than example photographs.
