1987 Pt Panda NGC population

From NGC population report, total graded Platinum Pandas 1 oz from 87-90 are as follows:

         total graded        mintage
1987:        15                 2000
1988:       164                2000
1989:       160                3000
1990:       148                1300

Does anyone would be kind enough to shed some light as to why the 1987 graded pop is so strikingly low compared to the rest?

I believe the 1987 PT100Y category is the old designation.  It was stuck at 15 ever since I started collecting the population data in 2013.  NGC must've changed the designation to 1987S PT100Y sometimes before 2013.  The population of 1987S PT100Y has grown steadily from 102 in Oct 2013 to 188 now.
