I believe it has been harshly cleaned and has graffiti as well. Weight and dimension are both checked.
1) you opinion regarding its authenticity is greatly appreciated.
2) if genuine, is it worth to send to NGC or PCGS since it is not in so good shape?

It looks right. Grading services provide two benefits: certifying authenticity and, assuming no disqualifying characteristic like excessive surface alterations, a grade. For a rare coin, often counterfeited, it would ease reservations of prospective purchasers if you intend to sell it someday.

The graffiti you mention might disqualify it from receiving a grade, but the rarity of a genuine coin still makes owning such a rare issue desirable.
