Something different, counterfeit $10 w/ Chinese?

Apparently these are going around in a rural area, I'm hearing in sheets.
Can anyone translate the writing or ID the source?
Scan I was sent, he will try to get a pic tomorrow from the bank.

The translation is as follows:

"For practice (exercise) only. Not for circulation"
